Scott Trebatoski
Board Chair
Scott has been involved in municipal animal sheltering and animal control for over 20 years. He was director of Lee County Animal Services, City of Jacksonville Animal Care & Protective Services and the Hillsborough County Pet Resource Center. He served on the Board of Directors of the Florida Animal Control Association for over 10 years and was President twice. Scott’s agencies won Outstanding Agency of the Year in all three communities, including back-to-back wins in Jacksonville; and a total of more than two dozen other best-of-state recognitions. He has a Masters of Business Administration degree from the University of Wisconsin system, and an undergraduate degree in Finance. His work life includes both for-profit and not-for-profit private sector experience and government public sector experience.
Scott is known for his innovation and leading-edge programs in animal welfare, as well as having the ability to persuade government officials to make changes to their old-school animal control and sheltering programs. He was a member of the inaugural group of ten animal welfare professionals to be recognized as “Maddie’s Heroes” and the only municipal shelter leader in that initial group. He has received many recognitions and has presented educational programs in numerous communities across the country, but his greatest accomplishment is building teams that move the municipal sheltering profession forward with permanent improvements.
Dr. Bob Encinosa
Board President
Dr. Bob was born in Tampa and graduated from Brandon High School in 1980. He attended USF and UF and graduated from the University of Florida College of Veterinary Medicine in 1987.
In 1990, he established Boyette Animal Hospital in Riverview, FL. Besides serving as the current president of the Hillsborough County Pet Resource Foundation, he is currently on the board of directors of the Hillsborough County Veterinary Medical Society and the Hillsborough Animal Health Foundation. For the last 11 years, he has also served as the Medical Director for C.A.R.E., a no-kill animal shelter in Ruskin, FL.
Dr. Bob is very active in schools and speaks to over 1200 elementary and middle and high school students every year about veterinary medicine, pet care, paleontology, and the natural history of Florida.
He has 3 dogs, 3 cats and one chinchilla, all strays. He has been married to his lovely wife, Cheri for 32 years and has three wonderful children.
Craig Horner
Treasurer
Craig was born and raised in sunny Florida. After receiving his degrees in Accounting and Business Management at the University of South Florida, he began his career in accounting field. Craig spent nine years in the private sector as a Staff Accountant and Night Auditor.
In 2011, Craig joined Hillsborough County as an Accountant and worked with multiple departments. In 2015, Craig joined the team at the Pet Resource Center to continue his career in accounting along with his passion for pets. He has been married to his lovely wife for fifteen years and has two beautiful children. His family has a love for animals as they’re involved in Future Farmers of America with raising pigs and cows.
Chelsea Waldeck, CVA
Board Secretary
Chelsea was born and raised on the east coast of Florida. After receiving her degree in Biology and a minor in Psychology at the University of Central Florida, she began her career in the zoological field working in education and then in animal welfare. She was able to work with hundreds of different species including her favorites, raptors and Southern White Rhinos. Over time, the physicality of the job took its toll and she found her calling working in the volunteer management field. Chelsea spent 4.5 years as the Volunteer Coordinator and Assistant Director of a wildlife rehabilitation hospital.
In 2021, Chelsea joined the Pet Resource Center to continue her career in volunteer administration and is now the Senior Supervisor of Volunteer Services and also has her professional certification in volunteer administration. She has grown up training and showing dogs of all breeds and sizes since the age of 9, so working in a facility finding pets loving homes and providing the best care possible was a natural fit. At home, Chelsea is a newlywed living with her husband and two Flat-coated Retrievers, Slater and Tia. They love traveling, competing in obedience, conformation, and agility, and getting out into nature.
Chelsea looks forward to bringing her years of experience to the Pet Resource Center and her knowledge of non-profit governance to the Pet Resources Foundation.
John Marinello
Board Member
John is President of Marinello Advertising, Inc and has spent his entire professional career, developing many successful advertising programs for companies like HBO, Sara Lee, General Nutrition, Van Heusen, AT&T, Citibank to name just a few. More importantly, John has been a passionate animal lover and advocate since the first day he watched Lassie on TV and was old enough to ask Santa for a dog for Christmas.
John has merged his love of animals and his marketing & creative expertise to help bring attention to the issue of our homeless shelter animals and has dedicated his time and efforts to increasing adoption rates and dramatically lowering the number of animals euthanized at our county shelter. A former Board member of Save90 that helped bring about dramatic change at our county shelter in 2012, he has been a shelter volunteer at PRC and ardent advocate for all our voiceless dogs and cats for over 10 years.
Catalina Bustamante
Board Member
Catalina was born and raised in Tampa. She studied Studio Art and earned her bachelor’s degree from the University of South Florida in 2019.
Catalina has participated in adaptive sports since she was 11 years old and joined the paralympic archery community and aspires to be a Paralympian.
Catalina is a cat lover and adopted her cat Tsuki at HCPRC in 2016. She began volunteering at HCPRC in Fall 2022.
