A community-driven campaign to prevent cat overpopulation in Hillsborough County
Every year, thousands of kittens are born on the streets of Hillsborough County—and 75% won’t survive. Operation Kit Stop is a powerful new Hillsborough County Pet Resources Foundation initiative, designed to stop the suffering at its source by providing high-volume spay and neuter surgeries for community and rescue cats across the region.
💡 The Problem
Hillsborough County is home to an estimated 243,000+ unowned, free-roaming cats. These cats reproduce rapidly, overwhelming local shelters, rescues, and communities. Spay/neuter access is limited—and costly—for the very groups trying to help: trappers, rescuers, and volunteers. Without affordable options, the cycle of suffering continues.

Operation Kit Stop is a collaborative effort led by the Hillsborough County Pet Resources Foundation in partnership with the Hillsborough County Pet Resource Center (PRC), and Slomba Shelter Solutions, LLC.
